Retrieving a DataHandle is deprecated.
This will give a thread-safety warning soon,
so change it to an ordinary retrieve.

L1 trigger software can use these packages setting
set( BuildWithoutAthena True )

 * Change "run3_dummy" to "none" in TrigConfigSvc
 * Remove debug and update dates
 * Remove un-needed flag for JSON name

Apply suggestion to Trigger/TrigConfiguration/TrigConfInterfaces/TrigConfInterfaces/ITrigConfigSvc.h

Implemented a very simple serial merging in the muon menu generation (can be removed when serial merging is officially supported) in order to run the RoI based muon finding before the full scan muon finding (part of the migration documented in ATR-17553).

Also fix the problem with the CTPSimulation, reported in ATR-20331

Some modifcations to get a dimuon chain with invariant mass cuts running:

- Setup the sequence for the invariant mass so that it is independent of the muon reco sequences
- Set the chains step with the invariant mass cut to have multiplicity of one to avoid it being treated as a combined hypo
- Some minor fixes for the hypo alg to allow for one-muon-per-RoI, and to not overwrite the feature link
- Added a test chain to the menu and updated the references.

Add a trigger-specific `TrigConf::IJobOptionsSvc` that allows one to
query the trigger configuration server and keys.

Also implement the parsing code for the DB connection string.

Replace the old `TrigConf::HLTJobOptionsSvc` with the new
`TrigConf::JobOptionsSvc`. The service will ultimately be able to read
job properties from JSON (file and DB).

Unlike the old service, which completely re-implemented Gaudi's
`JobOptionsSvc` with all its internal classes (e.g. catalogue), the new
one is just a wrapper around the default `JobOptionsSvc`. Apart from the
additional features, it just forwards all other calls to
the "real" instance. This renders our own implementation of
`JobOptionsCatalogue` and `JobOptionsList` obsolete. An additional
benefit is that this new service can also be used when running from
Python.

For debugging purposes, the service can also dump its catalogue into a
JSON file (configured via the `DUMPFILE` property). However, for
production the usual way of extracting the joboptions from the athena
pickle file should be used.
