DiTauRec: Migrate to using VarHandles.

Use Read/Write handles instead of direct SG access. Also general cleanup. Make tool methods const and the algorithm reentrant.

Still have some (unrelated) warnings from TAccept from upstream packages. Those will be fixed in subsequent MRs.
