3 variable W/Z tagger and access of config files via cvmfs

Added functionality to SmoothedWZTaggers to use either a two variable (mass + D2) or three variable (mass, D2 + Ntrk) tagger depending on the provided config file. Furthermore added the possibility to access the config files with the tagger cuts via cvmfs for the W/top taggers (smooth, BDT, DNN and topoDNN) instead of storing them in the package directly.
