Minimal changes to
(1) Fix some bugs in the trigger towers
(2) Configure a flexible sequence for configuration the L1 trigger that can be easily driven by r-tags
This is needed with some urgency for producing some samples. some questions have been raised in the past about a few of the containers, which we will eventually get to. However, we have to prioritize the physics in this case, so we have those issues noted and we will fix them...
I had wanted to fix one issue with the reader, but that ended up being too complicated. So I reverted this.
