TRT HT and ToT corrections for Ar

TRT HT and ToT corrections are currently only applied to Xe hits and not to Ar hits, which is a bug. In addition, remove reading of correction values from DB. Instead values can now be initialized from job options. The values have never changed in run 2 so DB is overkill, instead they should be hard-coded once tuned.
