Adding new Exclusive Jet L1Topo algorithm
Following https://its.cern.ch/jira/browse/ATR-17320 a new L1Topo algorithm is implemented for exclusive jets. The cut values (xi_min, xi_max) are left free to be changed directly from the menu for more flexibility. They could be set to fixed values inside the algorithm but changing them afterwards would need a change inside the algorithm.
