Isolation selection algs: also decorate if preselection fails

Tadej Novak requested to merge tadej/athena:analysis/isol into 21.2

When preselection is applied we also need to decorate failing objects. This is now done for the isolation selection CP algs. Done like in the AsgSelectionAlg.
