This merge request is to update the L1Calo simulation:

1. fix the LAr supercell timing cut
2. fix the jTower mapping (forward region starts from 3.1, instead of 3.2)
3. new function to recognize the eta/phi index of a trigger tower
4. new noise histograms available for different eta regions
