Adding new configurations to RunUpgradeTests

Nicholas Styles requested to merge nstyles/athena:21.9-RunUpgradeTestsUpdate into 21.9

Adding new configurations to RunUpgradeTests, for newly supported "step 3.0" geometry. This test will now run reco or sim for both a step 2.2 and step 3.0 configuration, which are the two currently supported geometries. Developers should run the appropriate version before making MRs into 21.9 to check that the changes do not break or unexpectedly change sim/digi/reco for these configurations.

This will also update the test that runs in the CI (including the CI on this MR, presumably); if this leads to time-outs it may be necessary to extend the allowed time.
