In this MR a fix is implemented for complex HLT chains. The leg decisions were never set on respective RoIs because there never was chain leg000_HLT_x activated. Now, the "original" chain HLT_x is checked for activation in addition. Verified that it works also with emulation tests that are of special interest for @fpastore .
