The online monitoring of reconstructed muons in the offline algorithms

Initial implementation of the online muon trigger monitoring in the offline algorithms. In the run-2 setup, the offline tools were wrapped in dedicated trigger algorithms which also had monitoring implemented there. Since we now moved to directly running the offline algorithms for run-3, some of this monitoring has been lost. Implementing this initial monitoring in the master branch will help to avoid conflicts and ensure smoother development of the monitoring.
