Tidying of G4AtlasAlg and TransportTool

Merged John Derek Chapman requested to merge jchapman/athena:RemoveG4AtlasSvc_master into master

This merge request merges the code from the G4AtlasSvc directly into G4AtlasAlg and TransportTool. It also tidies up the syntax for specifying configurable properties of the two classes. It builds on the changes in !27599 (merged).
