Following the recommendations from the IFF twiki, implement the PLVTight and PLVLoose electron WPs in AT. An additional IsolationLowPtPLVTool needs to be initialised to decorate the xAOD electrons in the pT<12 GeV regime as this is not currently done at derivation-level.
Also fix minor bug when deciding not to initialise any lepton iso tools.
