Muon track building: more private tools

Make more muon tools private, and move to the new gaudi property declaration. Add some more configuration to MooCandidateMatchingTool, now that tools are private.

MuPatCandidateTool - the segmentExtender points to a tool which apparently doesn't exist! It is always disabled in jobOpts (for obvious reasons) so I just removed it.
