Add ATLAS_CHECK_THREAD_SAFETY to TrkRIO_OnTrackCreator

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:ATLAS_CHECK_THREAD_SAFETy_Trk_RIO into master

The non-thread safety issues relate to initialize which should be fine.

Pinging @ssnyder as perhaps in the future the checker will be smarter and ignore the framework initialize (as these should run in the same thread ?)
