Add TAR inputs to JETM6

Merged Jason Robert Veatch requested to merge jveatch/athena:21.2-JETM6TAR into 21.2

This adds AntiKt2LCTopoJets and InDetTrackParticles to JETM6 for the construction of TAR jets offline as well as AntiKt2TruthJets. Thinning is applied to the tracks to keep the size under control.
