TauAnalysisTools: MC-based tau energy scale uncertainties and reconstruction efficiency

This merge request introduces new recommendations for MC based tau energy scale (TES) uncertainties (ATLTAU-1685) and updated reconstruction efficiencies (ATLTAU-1686).

The shared files version has been updated to 00-03-13 for the new input files.

The files were uploaded in ATLINFR-3402.

There is also a small update of the documentation.
