Switch off unit tests for CollectionBase package in AthGeneration

John Derek Chapman requested to merge jchapman/athena:AthGenerationUnitTestFixesPt4_master into master

Due to the fact that the RootCollection package is not part of AthGeneration, the unit tests in CollectionBase will not run in that project. Therefore @mnowak recommended that these tests should just be switched off - fixes ATEAM-603. See also AGENE-1787.
