RecExAlgs: delete package

Frank Winklmeier requested to merge fwinkl/athena:RecExAlgs into master

These "example" classes don't seem to be used anywhere. Delete the package and related job options:

  • Reconstruction/RecExample/RecExConfig/share/SimpleConf_topOptions.py
  • Reconstruction/RecExample/RecExConfig/share/Simple_topOptions.py
