PerfMonComps: Compress the PerfMonMTSvc output JSON

This MR makes a basic extension to PerfMonMTSvc to compress the output JSON file, which in the case of FullMonMT (i.e. reporting resource usage for all the components) can be fairly large (a few MBs).
