Introduce SCT_InducedChargedModel class

Merged Susumu Oda requested to merge oda/athena:master-ICM-2 into master
  • Introduce SCT_InducedChargedModel class taken from release 21.0 (MR !36626 (merged)) with some cleanups
  • The changes of SCT_SurfaceChargesGenerator class in (MR !36626 (merged)) are not included in this MR because changes of SCT_InducedChargedModel class is necessary to cope with AthenaMT.
    • Pontential and electric fields will have to be recorded by a new condition algorithm.
