TrigP1Test: Update runStopRun test configuration

Update the runStopRun test with two changes:

  • disable cost monitoring, fixes ATR-22098
  • instead of adding a new RootComp step, replace the existing one which wasn't needed, fixes ATR-22354

Extra small fix in TrigValSteering.CheckSteps was also needed for the latter change to work.
