Check sequences settings consitency when merging ComponentAccumulators
This MR adds checking od sequences setting in CA merging Tagging @wlampl to have a look at the CA code Also tagigng @tamartin who helped to discover that we have this aspect uncovered (took good few hours to find that HLTAllSteps sequencer is configured twice, differently, and once incorrectly). A few of followups were needed, i.e. in AthOutSeq that were diffrently configured in MainServicesCfg and in POOL output CA generator. Also tagging @khoo to have a look at changes in jets (in general I simplified sequences handling)
