TrigServices+TrigByteStreamCnvSvc: NewJO configuration of online HLT services

Part 3 split off from !41121 (closed)

  • Replace the TrigByteStreamCnvSvc package python configuration with fully new-JO config
  • Replace most of TrigServicesConfig.py with new-JO config code. I only left the two old-JO functions setupMessageSvc which is unmodified and enableCOOLFolderUpdates which was previously TrigCOOLUpdateHelper.enable(), as rewriting these is more complicated and was not needed for what I wanted to achieve. Clients of the latter are adapted.

This change is not directly related to rerun/rewrite L1 options, but it is required by MR !41188 (merged) which is needed for that.
