TrigT1CaloByteStream: New-JO config for Run-2 L1Calo BS decoding and read-only mode in 2 BS tools

  • Write new-JO configuration for Run-2 L1Calo ByteStream decoding with two options - scheduling automatic BS conversion of all types, or only those needed for rerunLVL1 (i.e. running legacy L1Calo simulation on data).
  • Call the new config from TriggerJobOpts/Lvl1SimulationConfig.py cc @tbold, @stelzer
  • Update two BS conversion tools needed in the rerunLVL1 mode to add a read-only mode removing the dependency on offline implementation of ByteStreamCnvSvc. This is because TrigByteStreamCnvSvc is used in athenaHLT, which is used for HLT reprocessings. cc @ssnyder

Required for HLT reprocessings which rerun the (legacy) L1 simulation on data.
