Adding trigger flag to switch on the new E/p maps for PFlow in PFHLTSequence

This MR aims at adding in the PFHLTSequence of the jet triggers the possibility to switch on the new E/p parametrisation derived by the offline jet/MET group using MC16 samples. This flag is currently disabled by default.
