Configuration of fast digi developed for HGTD

Alexander Leopold requested to merge atlas-hgtd/athena:hgtd_fastdigi_config into 21.9

The configuration of the already merged fast digitization will be completed here. Changes will mainly affect the Simulation/Digitization package as well as need some changes in the DetFlags.py file. A post-include similar to postInclude.SLHC_Digitization.py used for the InnerDetector packages will be needed as well.
