change the conditions tag to CONDBR2-BLKPA-RUN2-06 for ID ART tests

Update to the latest conditions tags which contains the folder for the new FE-level mask PixelModuleFeMask-RUN2-DATA-UPD4-07.

Ping the ART shifter @mwielers , this MR should fix the failure of 15-17 data tests.
