Fix configuration of the missingROBs test

The test is meant to emulate a situation where we run at P1 with some sub-detectors disabled by setting up the extreme case of all sub-detectors disabled. However, the LVL1 data is always required to run HLT and cannot be missing. Change the test configuration to keep the relevant LVL1 ROBs enabled, but still disable everything else.
