Improve DQ handling of R21 AOD files (and ART updates)

If small R jet collections already exist in input AOD file, do not allow DQ to schedule large R jet building. Avoids rebuilding cluster collections which break R21 AOD tau cluster links (and are not monitored in any case).

ART changes: use MT mode by default
