Updating TrkExEngine code and tests with new CA-based configuration

As mentioned in the title:

  • Updating the TrkExEngine code, either ported from 21.9 and to be compatible with the developments in master, such as the CA-based configuration
  • Adding TrkExUnitTestConfig.py to use the ExtrapolationEngineTest with the Run3 ID

No changes are expected as this code doesn't run in production. It is needed to test the behaviour and creation of the ITk tracking geometry.
