TileMonitoring: Add Tile MBTS triger aware monitoring histograms for Run 3

Tile MBTS monitoring aglorithm and the corresponding configuration files have been updated for possiblity to use L1 MBTS triggers per counter. That allows to fill monitoring histograms per MBTS counter only when the corresponding trigger is fired (migrated from old-style MBTS monitoirng).
