Noise transforms for LArCAF

Merged Pavol Strizenec requested to merge pavol/athena:noise_LArCAF into master

This brings back in new configuration the transforms computing noise bursts in LArCAF jobs. The code is not part of standard reco, is used only in specialised LAr calibration jobs.
