Fix for low efficiency in Trigger LRT chains - ATR-24341

This is a fix for low efficiency in Trigger LRT chains - ATR-24341 It disables the use of the newConfig in TrigIndetConfig for LRT triggers as suggested by @sutt . Tested with runTrigART.py -m -j4 and verfied that efficiency is restored with test_trigID_ellrt_staustau.py test_trigID_fslrt_rhadron.py test_trigID_mulrt_staustau.py
