Separating the electron tag and probe slice from the electron slice in the Art Steps

Harry Simpson requested to merge hsimpson/athena:TnP_TIDArtSteps_Slice_Update into master

The previously added (!46348 (merged) - Update Tag and Probe Job) condition for the 'electron' slice in the Art Steps file was causing unwanted chains to be included in jobs that use the 'L2electronLRT' slice. Separating the 'electron' and 'electron-tnp' slices fixes this without impacting the tag and probe job.
