Deprecate old style pflow configuration

This MR deprecates the old style config and instead uses the run 3 style config for both new style config jobs and old style RecExCommon jobs.

Test I did: RunTier0Tests.py and ran pflow from ESD in default setup.

I find one difference in the AOD (RunTier0Tests.py), which can be mitigated with a bug fix in the old config (i.e the old config had one incorrect line, for the LC calibration - which is not used for any default workflow, and so is not a problem for the reprocessing). Thus the new config looks fully correct.
