InDetSecVtxValidation: Add package for secondary vertex reconstruction validation

This MR adds a new package, InDetSecVtxValidation, which facilitates truth matching studies for secondary vertices.

InDetSecVtxValidation is designed to be used to study the performance of inclusive secondary vertex reconstruction algorithms such as VKalVrt::VrtSecInclusive in the context of long-lived particle identification, but can be configured to match any secondary vertex collection to any truth vertex matching a user-specified list of pdgIds.
