Following the HLTConfigSvc in !47678 (merged), drop the support of legacy menus in the LVL1ConfigSvc and remove the inheritance from ILVL1ConfigSvc.Cleanup now unused helper and base classes.

Also apply a few more cleanups in HLTConfigSvc to having matching printouts.
