TauTrig online monitoring : implement mon group to reduce histograms from HypoTools (ATR-20310)

This MR will introduce "tauMon:online" group to filter the chains for which we will produce control histograms from TrigEFTauMVHypo and TrigTrackPreSelHypo in the tau trigger online monitoring. Aim is to reduce the amount of produced histograms as reported here:
