add TGC inner coincidence with NSW
Update to read NSW_TrigRawData container in TrigT1TGC.
- Updated matching scheme between TGC and NSW sectors
- Tentatively NSWpT=1 is always returned if there is a hit at NSW matched to the TGC sector (LUT to calculate pT not available yet). InnerCoincidenceFlag is true, but BW pT is always used
- Added a new flag to enforce InnerCoincidenceFlag to be true, even if there is no NSW hit (for performance study). (tgc.FORCENSWCOIN from the configuration file)
