Update projects to new layer LCG_101_ATLAS_7

Update all relevant projects including AthAnalysis to the new layer LCG_101_ATLAS_7.

The details of the content are discussed in https://sft.its.cern.ch/jira/browse/SPI-2036. A summary of the updates:

  • Added boto3, botocore, jmespath, s3transfer, protobuf which are not available in base layer
  • contains cuda/cudnn but ROOT is built without cuda support
  • patched versions of sherpa and rivet with fixed relocation algorithm ( sherpa-2.2.11p2.patch , rivet-3.1.5p1.patch
  • madgraph5amc-2.9.5.atlas3 with all previous ATLAS patches plus CVMFS patch (patch)
