Record trigger decision objects in reco new JO

This is first part of the work. It adds necessary EDM to the output. The next step will be to configure slimming/thinning for Run2 and Run3. Then share config with HLTTriggerResultGetter Tagging @rbielski @tamartin

Side fix to: ATR-23833 Simple removal of the unised code causing warings in reconstruciton.
