add xAODM4MuIntervalFilter

Merged Valentina Tudorache requested to merge vtudorac/athena:Truth_xAOD_GenFilter_M4MuIntervalFilter into master

Add new filter xAODM4MuIntervalFilter in Generators/GeneratorFilters, replicating the existing M4MuIntervalFilter, but running on Truth xAOD instead of HepMC.
