This includes the changes in L1 seeds for LArPEBnoise chains, from FSNOSEED to explicit L1 items. It includes the fix in the HLTSeeding implementation (L1J thresholds unpacking tool follows the same logic as L1EM and creates the correct initialRoI collection) and the exception from the noalg=FSNOSEED rule for RoI-based PEB streamers (ATR-24753). It should superseed the work in !49526 (closed) .
