Fix InputMaker configuration for noalg PEB chains

Merged Giulia Gonella requested to merge ggonella/athena:ATR-24753_LArPEBNoise_RoIHLTseeding into master

Do not use mergeUsingFeature for noalg PEB chains even if they are RoI-based.

Fixing bug for RoIs definition in EventBuildingSequences, not included in previous MR !49640 (merged).

Closes ATR-24753
