AthenaPoolCnvSvc: New SharedWriter FAFE updates

This MR addresses a few issues concerning the (new) SharedWriter (SW). In particular, the server seems to get stuck when the new SW is used in conjunction with fork-after-first-event. Here we fix that problem. See ATLASSIM-5663 for more details.
