Simplify PixelConfigCondAlg configuration

John Derek Chapman requested to merge jchapman/athena:PixelConfigCondAlgDefaults_master into master

Update PixelConfigCondAlg.h to contain the default values for the various the NoiseShape properties, and DefaultBarrelBiasVoltage2022 and BarrelFluence2022 properties that were previously only set in the configuration.

Drop config setting properties of PixelConfigCondAlg to their default values from PixelConfigCondAlg.h. Only leave configuration which alters values from their defaults.
