TrigBunchCrossingTool: delete [MC,LHC]BunchCrossingTool

The LHCBunchCrossingTool and MCBunchCrossingTool are obsolete and entirely replaced by the use of BunchCrossingCondData. The remaining tools may be useful still for analysis and we keep them for the moment (see ATR-24013).

Also enable the thread-checker and apply minor fixes to the remaining code.

cc @wlampl @tsulaia (this removes two clients of the deprecated IOV callbacks)
