cppcheck/clang-tidy : EFTrackingSim uninit variables and pass by const ref.
This includes the changes/ is done of top of !54351 (merged) from @fwinkl, as there was a chance to interfere.
So has to be reviewed after that one is in.
Also let me ping @sroe as this fixes some of the new warning appearing on his weekly cppcheck run.
