Use central IDConfig in Muon Trigger Config

Replacing hard coded ID trigger collection names with IDConfig calls for ATR-24251

The tests I've run all passed: ctests, test_trig_mc_v1Dev_slice_muon_build.py, and runTrigART.py -m
